- 3For free learning, visit www.officerspulse.comSchemes1) Pradhan Mantri Gram SadakYojanaAbout PMGSY The Pradhan Mantri Gram SadakYojana (PMGSY), was launched in2000 as centrally sponsoredscheme to provide connectivity tounconnected habitations ofdesignated population size (500+in plain areas and 250+ in North-East, hill, tribal and desert areas asper Census, 2001) as part of apoverty reduction strategy. The Ministry of RuralDevelopment along with stategovernments is responsible for theimplementation of PMGSY. Phase III of PMGSY was approvedby the Union Cabinet in 2019. Itinvolves the consolidation ofThrough Routes and Major RuralLinks connecting habitations toGramin Agricultural Markets(GrAMs), Higher Secondary Schoolsand Hospitals.Objectives A strong rural road infrastructureensures economic developmentthrough reduced cost ofproduction and logistics,increased productivity,improved economies of scale,enhanced employment andimprovement in public andprivate investments in rural farmand non-farm activities. It provides better avenues ofmarketing of farm and non-farmproducts and services arefacilitated in a rural set up.Guiding Principles of PMGSY The spirit and the objective of thescheme is to provide good all-weather road connectivity tounconnected habitations. Ahabitation which was earlierprovided all-weatherconnectivity would not beeligible even if the presentcondition of the road is bad. The unit for this Programme is aHabitation and not a Revenuevillage or a Panchayat. A Habitationis a cluster of population, living inan area, the location of which doesnot change over time. PMGSY promotes the use of newand green technology in theprocess of rural road construction.Locally available materials areused in road construction activitiesto promote cost effective and fastconstruction. The PMGSY shall cover only therural areas. Urban roads areexcluded from the purview of thisProgramme.Funding pattern Currently, the fund sharing patternof PMGSY is 60:40 between theCentre and States for all statesexcept for 8 North Eastern Statesand for 2 Himalayan States(Himachal Pradesh, Uttarakhand). For these states and UT of J&K, thefund sharing pattern is 90:10. The funds for other UnionTerritories, implementing PMGSY,are being fully provided by theCentral Government.Initiatives related to PMGSY Road Connectivity Project forLeft Wing Extremism affectedAreas (RCPLWEA): It waslaunched in 2016 as a separatevertical under PMGSY to provideall-weather road connectivity withnecessary culverts and cross-drainage structures in 44 districts(35 are worst LWE affecteddistricts and 09 are adjoiningdistricts), which are critical fromsecurity and communication pointof view.

Since its inception, a total of1,84,056 roads of 7,93,568 km and10,082 bridges have beensanctioned under variousinterventions/ verticals of PMGSY,out of which, 1,70,857 roads of7,12,638 km and 7,264 bridgeshave been completed.2) Pradhan Mantri KisanSampada YojanaAbout PMKSY The Ministry of Food ProcessingIndustries has been implementingthe Pradhan Mantri KisanSAMPADA Yojana (PMKSY) since2017. SAMPADA (Scheme for Agro-Marine Processing andDevelopment of Agro-ProcessingClusters) is a comprehensivepackage which aims to createmodern infrastructure withefficient supply chainmanagement from farm gate toretail outlet. It aims to provide a big boost to thegrowth of the food processingsector in the country and also helpin providing better returns tofarmers, reducing wastage ofagricultural produce, increasingthe processing level andenhancing the export of theprocessed foods. Under PMKSY the followingschemes are to be implemented.o Mega Food Parkso Integrated Cold Chain, ValueAddition and PreservationInfrastructureo Creation/Expansion of FoodProcessing/PreservationCapacitieso Infrastructure for AgroProcessing Clusterso Scheme for Creation ofBackward and ForwardLinkageso Food Safety & QualityAssurance Infrastructureo Human Resources andInstitutions.Objectives of PMKSY Creation of moderninfrastructure for food processingmega food parks/ clusters andindividual units; To create effective backward andforward linkages - linkingfarmers, processors and markets; To create robust supply chaininfrastructure for perishables.Why in News? The Ministry of Food ProcessingIndustries has invited applicationsunder the several sub-schemes ofPradhan Mantri Kisan SampadaYojana.3) Ek Bharat Shreshta BharatAbout the scheme The initiative 'Ek Bharat ShreshthaBharat' was announced by theGovernment of India on 31stOctober, 2015 to commemorate the140th birth anniversary of SardarPatel to revive a sense of‘nationhood’. The programme aims to activelyenhance interaction betweenpeople of diverse cultures livingin different States and UTs in India,with the objective of promotinggreater mutual understandingamongst them. As per the programme, each year,every State/UT would be pairedwith another State/UT in India for

It is envisaged through thisexchange, that the knowledge of thelanguage, culture, traditions andpractices of different states willlead to an enhanced understandingand bonding between one another,thereby strengthening the unityand integrity of India. The broad objectives of theinitiative are as follows:o To CELEBRATE the Unity inDiversity of our Nation andto maintain and strengthenthe fabric of traditionallyexisting emotional bondsbetween the people of ourCountry;o To PROMOTE the spirit ofnational integration througha deep and structuredengagement between allIndian States and UnionTerritories through a year-long planned engagementbetween States;o To SHOWCASE the richheritage and culture,customs and traditions ofeither State for enablingpeople to understand andappreciate the diversity thatis India, thus fostering asense of common identityo TO ESTABLISH long-termengagements and,o TO CREATE an environmentwhich promotes learningbetween States by sharingbest practices andexperiences.Why in News? Government of Maharashtraconducted various programmes asa part of Ek Bharat ShreshthaBharat initiative.4) Prime Minister’s EmploymentGeneration ProgrammeAbout PMEGP Prime Minister’s EmploymentGeneration Programme (PMEGP) isa central sector schemeadministered by the Ministry ofMicro, Small and MediumEnterprises since 2008-09. It is a major credit-linked subsidyprogramme aimed at assistingfirst generation entrepreneursfor setting up micro enterprisesin the non-farm sector by helpingtraditional artisans andunemployed youth. At the national level, the Scheme isbeing implemented by Khadi andVillage Industries Commission(KVIC), a statutory organizationunder the administrative control ofthe Ministry of MSME, as thesingle nodal agency. At the State level, the Scheme willbe implemented through State KVICDirectorates, State Khadi andVillage Industries Boards (KVIBs)and District Industries Centres(DICs) and banks. Under the scheme, loans are beingprovided by all Public Sector Banks,selected Private Sector Banks andCo-operative Banks with marginmoney subsidy (refers to theamount that the governmentcontributes to beneficiaries availingPMEGP loan) being given by theMinistry of MSME through KVIC.Scope The scheme is applicable to allviable projects in rural as well as

The maximum cost of the projectadmissible under themanufacturing sector is Rs.25lakhs and the business/servicessector is Rs.10 lakhs. Only one person from a family iseligible for obtaining financialassistance under the scheme. Assistance under the Scheme isavailable only for new projects.Eligible Entrepreneurs / Borrowers Any individual, above 18 years ofage The beneficiaries should havepassed at least VIII standard, forsetting up of project costing aboveRs.10 lacs in the ManufacturingSector and above Rs. 5 lacs in thebusiness /Service Sector, Self Help Groups Institutions registered underSocieties Registration Act, 1860 Production Co-operative Societies Charitable Trusts.Why in News? Khadi and Village IndustriesCommission inaugurated 72 Unitsassisted under PMEGP.5) POSHAN AbhiyaanAbout the scheme POSHAN Abhiyaan (also known asNational Nutrition Mission) is aflagship programme of theMinistry of Women and ChildDevelopment that aims toimprove nutrition amongstchildren, pregnant women, andlactating mothers. Launched in 2018, it is a multi-ministerial convergence missionwith the vision to ensureattainment of malnutrition freeIndia by 2022. The mission targets to reducestunting, under-nutrition,anemia (among young children,women and adolescent girls) andreduce low birth weight by 2%,2%, 3% and 2% per annumrespectively. The mission also strives to achievea reduction in Stunting from38.4% (NFHS-4) to 25% by 2022(Mission 25 by 2022).Significance Amongst India’s most serious yetmarginally addressed developmentchallenges is malnutrition, whichcontributes significantly to thecountry’s disease burden. Even as National Family HealthSurvey 5 (2019-21) data showsthat the number of children under5 years who are stunted (lessheight-for-age) in India has comedown from 38.4% to 35.5% andthe number of children who areunderweight (less weight-for-age)has come down from 35.8% to32.1%, every third child stillsuffers from chronicundernourishment, and everyfifth child is acutelymalnourished. According to the NFHS-5, as manyas 57% women aged 15-49 wereanaemic in 2019-21.Poshan Maah To ensure community mobilisationand bolster people’s participation,every year the month of Septemberis celebrated as Rashtriya PoshanMaah under POSHAN Abhiyaanacross the country. The activities in the Poshan maahare focussed on SocialBehavioural Change andCounselling (SBCC). The broadthemes are: antenatal care, optimalbreastfeeding (early and exclusive),complementary feeding, anaemia,growth monitoring, girls’education, diet, right age ofmarriage, hygiene, and sanitation,

Various awareness generationprogrammes were conductedacross the country as a part ofcelebrations under the RashtriyaPoshan Maah or the NationalNutrition Month.6) Make in IndiaAbout the Programme The Make in India initiative waslaunched in 2014 to facilitateinvestment, foster innovation,enhance skill development,protect intellectual property andbuild best in class manufacturinginfrastructure in the country. The primary objective of thisinitiative is to attract investmentsfrom across the globe andstrengthen India’smanufacturing sector. It is being led by the Departmentfor Promotion of Industry andInternal Trade (DPIIT), Ministryof Commerce and Industry. The Make in India programme isvery important for the economicgrowth of India as it aims atutilising the existing Indian talentbase, creating additionalemployment opportunities andempowering the secondary andtertiary sector.Why in News? The Government's flagshipprogramme 'Make in India' hascompleted eight-years ofimplementation. Make in India Programme istransforming the country into aleading global manufacturing andinvestment destination. To attractforeign investments, theGovernment has put in place aliberal and transparent policywherein most sectors are open toForeign Direct Investment underthe automatic route. FDI inflows in India which stood at45.15 billion US dollar in 2014-2015 reached record FDI inflowsfor eight years. The year 2021-22recorded the highest ever FDI of83.6 billion US dollars.

It is an initiative of the Office of thePrincipal Scientific Adviser to theGovt. of India (PSA, GOI).o The Government of Indiaestablished the Office of PSAin 1999 to provide pragmaticand objective advice to thePrime Minister and thecabinet in matters of Scienceand Technology. The goal of I-STEM is tostrengthen the R&D ecosystem ofthe country by connectingresearchers with resources, bypromoting technologies andscientific equipment developmentindigenously, and providingnecessary supplies and supports toresearchers by enabling them anaccess to existing publicly fundedR&D facilities in the countrythrough the I-STEM web portal.Why in News? The Government of India haslaunched a new programme“Women in Engineering, Science,and Technology (WEST)” underthe I-STEM initiative. The WEST programme will cater towomen with a STEM (Science,Technology, Engineering, andMathematics) background andempower them to contribute tothe science, technology, andinnovation ecosystem. It also aimsto close the gender gap in thesefields. Through the WEST initiative, I-STEM will provide a separateplatform to scientifically inclinedwomen researchers, scientists,and technologists for pursuingresearch in basic or appliedsciences in frontier areas of scienceand engineering.2) SATAT InitiativeAbout SATAT Initiative The SATAT (SustainableAlternative Towards AffordableTransportation) initiative waslaunched by the Ministry ofPetroleum and Natural Gas in2018 for boosting production andavailability of CompressedBioGas (CBG) as an alternative andaffordable clean fuel for thetransportation sector. The scheme envisages setting up of5000 CBG plants by FY 2023-24.Expected Benefits SATAT aims to establish anecosystem for the production ofCompressed BioGas from variouswaste and biomass sources in thecountry leading to multiple benefitsviz. reduction of natural gasimport, reduction of GHGemission, reduction in burning ofagriculture residues,remunerative income to farmers,employment generation,effective waste management etc.Impacts If 5000 plants targeted by 2023-24are achieved, 15 million tonnes ofCBG will be produced, which isenough to reduce the country’sCNG import bill by 40 per cent. Over 70 CBG plants underconstruction across Punjab,Haryana and Uttar Pradesh,notorious for stubble burning(Refer Environment section), willconsume 1.3 million tonnes ofcrop residues a year, mostlypaddy stubble.

- 9For free learning, visit www.officerspulse.com CNG’s solid by-products can beused as bio-manure.o Estimates show the 5,000planned CBG plants willgenerate 50 million tonnesof bio-manure a year.o According to the PunjabAgricultural University, bio-manure produced usingpaddy straw can result in a20 per cent increase in cropyield. Bio-manure producedfrom paddy straw also has ahigh water retentioncapacity that helps reduceirrigation requirements. The other by-product is CO2. Itcan be tapped while purifying thebiogas and used to produce liquidor solid CO2, which have highdemand for food preservation orto be used in fire extinguishers.How is Compressed BioGas (CBG)produced? Producing CBG from biomassinvolves a two-pronged approach:Anaerobic decomposition andPurification.o First, Biogas is producedthrough anaerobicdecomposition of biomass.Since biogas contains 55 to60 per cent methane, 40 to45 percent carbon dioxide(CO2) and trace amounts ofhydrogen sulphide, thesecond process involvespurifying the gas to removecarbon dioxide andhydrogen sulphide gases toprepare CBG.Why in News? The Ministry of Petroleum andNatural Gas has commissioned 35CBG/biogas plants under theSATAT initiative.3) PM CARES FundAbout PM CARES Fund The Prime Minister's CitizenAssistance and Relief in EmergencySituations (PM CARES) Fund wasset up in the aftermath of theCovid-19 pandemic to mobilizeresources. The Fund wasestablished in 2020. PM CARES Fund is a publiccharitable trust. It has been set upkeeping in mind the need forhaving a dedicated fund with theprimary objective of dealing withany kind of emergency or distresssituation, like posed by the COVID-19 pandemic, and to provide reliefto the affected. The Prime Minister is Chairperson(ex-officio) of the PM CARES Fundand Minister of Defence, Minister ofHome Affairs and Minister ofFinance, Government of India areex-officio Trustees of the Fund.Objectives The primary objectives of the PMCARES Fund Trust are:-1. To undertake and supportrelief or assistance of anykind relating to a publichealth emergency or anyother kind of emergency,calamity or distress, eitherman-made or natural,including the creation orupgradation of healthcare orpharmaceutical facilities,other necessaryinfrastructure, fundingrelevant research or anyother type of support.2. To render financialassistance, provide grants ofpayments of money or takesuch other steps as may bedeemed necessary by theBoard of Trustees to assistthe affected population.3. To undertake any otheractivity, which is not
