Nirbhaya Fund is a dedicated fund set upbythe Government of India in 2013 whichcan be utilized for projects specificallydesigned to improve the safety andsecurity of women.About Nirbhaya FundFrameworkIt is a non-lapsable corpusfund administered by theDepartment of EconomicAffairs of the Ministry ofFinance.Page 2
As per this framework, the Ministry of Finance through theDepartment of Economic Affairs is the nodal Ministry forany accretion into and withdrawal from the corpus, and theMinistry of Women & Child Development (WCD) is thenodal authority for appraisal of the schemes/proposalsreceived under Nirbhaya Fund.NIRBHAYA FUNDPage 3

The Nirbhaya fund is primarily meant to implementthree initiatives through coordination between theWCD Ministry and the central government as well asstate and union territory administrations: One-StopCentres (OSC), Universalisation of Women Helpline(WHL), and Mahila Police Volunteers (MPV).Initiatives underNirbhaya FundPage 7

The WHL scheme oversees a toll-free 24X7 helpline — available at181 — for women seekingimmediate support andinformation in cases of violence.The MPV scheme, implemented bythe WCD Ministry in collaborationwith the Ministry of Home Affairs,seeks to identify volunteers who canact as a link between police andsociety at large and help reportincidents of violence against women.181However, the report noted that many ofthstates have not yet utilised the totalfunds allocated to them under One StopCenters and Women Helpline schemes.Only 20 to 30 per cent of the fund has beenutilised by the majority of the states20 % to 30%Page 9
